Through the reporting channel, practices that may be deemed illegal can be reported. Wherever possible, everyone who submits a report should identify themselves, although it is possible to submit reports anonymously.

Rights and Duties

Commitment

The University of Porto is committed to the highest standards of transparency, integrity and responsibility, ensuring the anonymity and protection of whistle-blowers and prohibiting retaliation against them.

Confidentiality

The University of Porto ensures that the identity of the whistle-blower remains confidential at all times, as well as of the third party mentioned in the report. The identity of whistle-blowers as well as information that may directly or indirectly reveal their identity are confidential in nature and are only accessible to those responsible for receiving or following up a complaint.

WHISTLE-BLOWER PROTECTION

The University of Porto provides protection for people who had reasonable grounds to believe that the information on breaches within the institution reported by them was true at the time of reporting.

The personal data and information concerning the whistle-blower or involved third persons is protected.

This platform is based on the open source Globaleaks project and applies industry best practice to ensure maximum security in the reception and processing of reports.

The infrastructure of the service was designed to comply with the requirements of the General Data Protection Regulation. All data and backups are stored exclusively on servers in the University of Porto’s own data centres.

NON-RETALIATION

Reports alone cannot serve as the grounds for the imposition of any form of disciplinary action (civil or criminal) or discriminatory practices against persons who have submitted a report, unless the report was deliberately and manifestly unfounded.

HOW DOES IT WORK?

If you have reasonable grounds to believe that you have information about an instance of fraud or harassment (psychological and/or sexual) that has taken place at the University of Porto, use this reporting channel to submit your report.

WHEN CAN I SUBMIT A REPORT?

You can submit a report concerning breaches which have occurred in the past or are currently occurring, or which can be reasonably predicted.

WHO CAN SUBMIT A REPORT?

  1. Any person belonging to the governing or management bodies of U.Porto;
  2. Teaching and non-teaching staff, researchers, and students of U.Porto;
  3. Paid and unpaid volunteers and interns at U.Porto;
  4. Service providers, contractors, subcontractors and suppliers, as well as any persons working under their supervision and direction;
  5. Natural persons with information about possible breaches obtained during a since ended professional relationship, as well as during a recruitment process or another phase of the pre-contractual negotiation of a professional or unestablished relationship.

WHAT KIND OF REPORT CAN I SUBMIT?

You can submit reports related to acts of harassment or fraud.

Persons who use the reporting channel must choose one of the following options:

  1. Harassment, for breaches that consist of psychological or sexual harassment.
  2. Fraud, for breaches or crimes that consist of corruption or related breaches, conflict of interests, data protection of natural persons and other breaches which would be damaging to U.Porto’s reputation. (For instance: public procurement, the allocation of bursaries, academic procedures, pre-contractual procedures, environmental protection and public health.)
