Climate Resilient Cities and Communities (08h45 – 10h00 | room G129)

Without a doubt, the consequences of Climate Change (from frequent storms and heavy rainfalls to drought and other consequences) pose several complex challenges to the cities and urban communities. Furthermore, these effects shall be witnessed by an ever-growing number of people due to the continuously intensifying urbanisation. As a result, cities across the globe need to prepare for the impact of climate change on urban life. The aim of this Action Tank seeks therefore to address this multifaceted issue from various perspectives by building upon examples/best practices from across the globe.

Tatiana Araújo
Tatiana Araujo is a sustainability specialist with over 15 years of experience and currently working as consultant and speaker. Expert in the integration of the Sustainable Development Goals (SDG) into business strategy, circular economy and ESG reporting, she is part of the advisory boards of Global Reporting Initiative (GRI) Brazil and Netherlands. She is currently ESG Manager at ALTER – Conteúdo Relevante, working also in partnership with the Global Compact Brazil and other institutions. Previously Tatiana has worked at the Brazilian Business Council for Sustainable Development (BCSD-Brazil) and at large consultancies such as Deloitte and Bureau Veritas.


João Cortesão
João is an Assistant Professor at Wageningen University, Landscape Architecture Group, and a Tenure Tracker of the Dutch 4TU Centre for Resilience Engineering. João’s research is about designing resilient urban climates as the interplay between landscape architecture and architecture, particularly how spatial components from urban open spaces and buildings can be combined as to positively affect the energy flows between one and the other. His prime goal is to prompt the adaptation of urban areas to climate change. João has a wide experience with cooperation in international interdisciplinary teams, with industry, design offices, governmental bodies and Universities. João is committed to developing this cooperative work as the course of action for climate resilient urban areas.


Sara Santos Cruz
Assistant professor at the University of Porto, Spatial Planning and Environment Division, and senior researcher at CITTA – Research Centre for Territory, Transports and Environment. Concluded the PhD in Urban Planning in 2004, and since then her work has been divided between teaching and researching. Her main research interests focus on urban design, development and management, in particular research into: the urban space and processes that shape it, its social and psychological significance, meanings and values of public spaces, agencies of urban change, and implications of urban change for the communities (and certain vulnerable groups) and for the environment. She is author and co-author of various scientific publications and has organized national and international conferences. She is member of the AESOP thematic group on Public Spaces & Urban Cultures, and Member of the Program Follow-up Committee of the Master in Spatial Planning and Urban Project of the University of Porto.

Samuel Gonçalves
Samuel Gonçalves graduated in Architecture from FAUP. He is the founder of SUMMARY, a studio for prefabricated and modular architecture. This studio was part of the main exhibition of Venice Biennale in 2016. One year later, SUMMARY received the RED DOT Award in the “Habitat” category and was also nominated as a finalist in the YAP contest, promoted MAXXI Museum and MoMA. In 2018, Samuel integrated the list of the 40 most promising architects and designers in Europe, selected by the European Centre for Architecture, Art, Design and Urban Studies. SUMMARY was selected as “The Emerging Architect of the Year 2020” by the readers of the British magazine Dezeen.





Cybercrime & Digital Forensics (08h45 – 10h00 | room A104)

With organisations, governments and private individuals becoming increasingly vulnerable to threats posed by hackers and cybercriminals, the terms of cybersecurity(crime) and digital forensics are not just a pair of trendy buzzwords but central topics of the present and the future, at times when a great part of our everyday life has moved into the digital space. From cybersecurity related prevention activities and digital hygiene practices to digital forensic techniques that aim at uncovering a cybercrime – this thematic Action Tank session aims to delve into those topics and brainstorm on some of the most salient questions of the day.

Marisa Monteiro Borsboom
Maria Monteiro Borsboom is the founder of Humanity of Things Agency and the president of the Chamber of Commerce Netherlands-Portugal, she is also a member of the General Counsel of MQM Legal Center and partner of Inov@Legal Institute. In all her roles, and in her capacity, she pursues the aspect of humanity, and this especially with regard to the activities of her own agency that strives for generating positive impact.



Rui Maranhão
Prof. Rui Maranhão (publishes as Rui Abreu) holds a Ph.D. in Computer Science – Software Engineering from the Delft University of Technology, The Netherlands, and a M.Sc. in Computer and Systems Engineering from the University of Minho, Portugal. His research revolves around software quality, with emphasis in automating the testing and debugging phases of the software development life-cycle as well as self-adaptation. Dr. Abreu has extensive expertise in both static and dynamic analysis algorithms for improving software quality. He is the recipient of 6 Best Paper Awards, including a Distinguished Paper Award at ESEC/FSE 2019, and his work has attracted considerable attention. Before joining FEUP as a Full Professor, he was an Associate Professor at IST, ULisbon and a member of the Model-Based Reasoning group at PARC’s System and Sciences Laboratory and an Assistant Professor at the University of Porto. He has co-founded DashDash in January 2017, a platform to create web apps using only spreadsheet skills. The company has secured $9M in Series A funding in May 2018. He was a Visiting Researcher at Google NYC between 2019 and 2020, working on building systems and tools to increase the security of C/C++ codebases.

Peter Davies
Peter has worked in public safety for 38 years, initially in the UK public sector, and more recently in consulting roles globally, with clients in both private industry and the non-profit sectors. In the UK police service, Peter held chief officer roles for 15 years, spanning international collaborations, national crime agencies, regional specialist units and three UK police forces.  His work included tackling child exploitation, terrorism and serious organised crime; and he held the national lead roles for the service on child protection, child abuse investigation, private security and community safety.  The legacy of his work can be seen in UK policing to this day, for example through the exponential growth of police investigations into online child abuse, and the presence in UK communities of uniformed Police Community Support Officers (PCSOs). Since 2017 Peter has engaged in global consultancy, sharing expertise on topics ranging from online safety to human trafficking and social media analysis.  Between 2018 and 2021, as Global Ambassador and Project Executive, he conceived and led the creation of Get Safe Online’s first public education programmes outside the UK, delivering services in 23 new countries on three continents. Peter lives in Porto, Portugal, where he is part of Humanity of Things Agency, an NGO focused on human-centric digital literacy and technological advances.

Carlos Pinho
Carlos Pinho holds a post-graduate in Law from the University of Coimbra, Portugal, and is a Prosecutor, currently serving in the Portuguese General Prosecutors Office (PGO), in the Information Systems and Technology Department (DTSI) and as an expert in the Technical Group of the Cybercrime Bureau. Currently, he is responsible in the technological innovation and project management unit of DTSI and is managing projects for the technological infrastructure of the PGO.






Healthy Ageing (10h00 – 11h15 | room F106)

According to WHO, being free of disease or infirmity is not a requirement for healthy ageing, as many older adults have one or more health conditions that, when well controlled, have little influence on their wellbeing. Healthy ageing, like active ageing, emphasises the need for action across multiple sectors and enabling older people to remain a resource to their families, communities and economies. The aim of the panellists of this Action Tank session is therefore to address the tendencies on this field and discuss jointly with the audience the various practices, approaches and policies but also obstacles and challenges to endorsing and enabling healthy ageing.

Denise Branco
New Business Development Manager at Fraunhofer AICOS, advocate for the synergetic transfer and integration of multilingual and multicultural knowledge, Denise is a language professional with over 15 years of experience in Mozambique, Portugal, and United States as an industrial and scientific multilingual and multicultural facilitator. Entrepreneurship enthusiast, she is a researcher at the University of Aveiro in the field of Translation and Terminology, Speaker, Mentor for Female Entrepreneurs in Mozambique, and Fraunhofer lead for the AINANOTEC scientific and technological entrepreneurship programme.


João Transmontano
Graduated in Pharmacy by the University of Lisbon, PhD by the ETH Zurich, post-Doc in Pharmaceutical Medicine at the ECPM-Basel, Professor of Global Business Strategy, Ethics and Leadership in S. Diego, CA, MBA in Marketing. Started his career in Regulatory Affairs, Business Development, Area Management in companies such as Sandoz, Mepha and Vifor AG and was consultant to Kemin Foods, USA. Lead biopharmaceutical projects in PR China. Served as Director of Abiquifi (Brazilian Pharmochemical Industry Association) and also in other professional associations. Speaks fluently 6 languages. Currently serves as CEO of Entogenex Europe in Portalegre-Portugal dedicated to biotechnology and public health with a global reach. Is also member of the board of Finao Biotech and Portus Pharma.

Terry Huang
Dr. Terry Huang is Professor and Chair of the Department of Health Policy and Management, Director of the Center for Systems and Community Design, and Co-Director of the NYU-CUNY Prevention Research Center (CDC-designated) at the City University of New York Graduate School of Public Health and Health Policy. Previously, Dr. Huang played a leading role at the US National Institutes of Health (NIH) on the integration of systems science and public health.  Dr. Huang has had a long history of research and policy leadership in the area of obesity and chronic disease prevention. In addition, he is passionate about systems-oriented community health, design for health, public health entrepreneurship, and strategies for collective impact. Dr. Huang has lectured and published extensively on these and other topics. In addition to his varied academic research endeavors, his current work also focuses on innovations at the intersection of business, design, and health, including the development of a new global public health entrepreneurship platform, Firefly Innovations (www.firefly-innovations.com). Dr. Huang received the US Department of Health and Human Services Secretary’s Innovation Award in 2010 and the NIH Director’s Award in 2011.  In addition, he received the National Cancer Institute Award of Merit in 2012 and was named Distinguished Scientist by the University of Nebraska Medical Center in 2013. Dr. Huang holds a PhD in Preventive Medicine and an MPH from the University of Southern California, an MBA from IE Business School (Madrid, Spain), and a BA in Psychology from McGill University (Montreal, Canada).  He is Board Certified in Public Health (CPH) and is Fellow, Councilor, and Past Program Chair of The Obesity Society. He is also VP North America and a trustee of the executive board of the World Obesity Federation.

Carlos Braga
Carlos Galvão Braga, MD, is currently an interventional cardiologist at Braga Hospital. He graduated in Medicine at ICBAS (University of Porto) in 2008. He did the Cardiology internship at Braga Hospital and then underwent an Interventional Cardiology Fellowship at the University Hospital of Santiago de Compostela. Carlos was elected member of the Portuguese Association of Interventional Cardiology board for the bienniums 2019-2021 and 2021-2023 and member of New Initiatives For Young Interventionalists committee of the European Association of Percutaneous Cardiovascular Interventions for the biennium 2021-2023. He was one of the founders of a recent R&D partnership established between the Clinical Academic Center of Braga and CEFT, a research unit from the Faculty of Engineering at University of Porto with the commitment of developing translational research in the coronary artery disease field.




Mobility Trends: Seamless Mass/MaaS Transit (10h00 – 11h15 | room I-105)

The overall goal of this Action Tank is to explore the latest trends at the ample field of MaaS (Mobility as a Service) in Public Transport. MaaS is a data-driven, user-centred paradigm, powered by the growth of micro mobility infrastructure, smartphones and the key challanges of today’s cities: congesstion, pollution, lack od space. MaaS is expected to become a key solution for sustainable urban mobility, as well as smart rural areas/villages. A MaaS helps people to choose from several options for travelling from point A to point B by having all services bundled into a single service accessible via a smartphone application and therefore making the ‘Mass transportation seamless’ (contrary to arranging your transport one step at a time). MaaS concept contains information on all types of transport: (shared-use) cars, public transport, (shared-use) bicycles, rentals, and taxis. In order to function in a most optimal way, an open system approach with open application interfaces (APIs) is needed.

Violeta Bulc
Innovator in mind. Socialist in heart. Environmentalist in spirit. Liberal in actions. Violeta Bulc is a founder and curator of #Ecocivilisation (#EcocivilisationTalks, #EcocivilisationInAction,  #YearOfUbuntu, #GlobalOpenHouse) and the G100 Global Chair Member  of the Group of 100 Global Women Leaders. The list of various roles and positions that Violeta holds/has held is ample and includes, among others, European Commissioner for Transport (2014 – 2020), Deputy Prime Minister of the Republic of Slovenia (2014), founder and general manager of Vibacom (2000 – 2014). But not only, also the following activities are part of her portfolio: founder and coordinator of  InCo movement, president of the Board of Umanotera (Slovenian Foundation for Sustainable Development), vice-president of Telemach (telecommunication provider), director of Telecom Slovenia (carrier business) and member of Advisory Board for Innovation Journalism Stanford University. She has also been the recipient of many national awards for business and social innovation, incl. 3 times best consultancy project of the year in Slovenia. 

Paulo Ferreira dos Santos
Paulo has a Degree in Computer Sciences applied to Management from University Portucalense (Porto, Portugal) and a Master in Innovation and Technological Entrepreneurship from University of Porto (Portugal). He has started until now 5 different companies. Presently, he is the CEO of Ubirider, a company based in Porto (Portugal) that develops mobile and web apps to advance transportation as a service.



Pedro Barradas
Pedro Barradas is Chief Strategy Officer of ARMIS ITS and has a wide knowledge of the road sector, from land and transport planning in cities to road design, construction, operation and maintenance, traffic management, asset management, road safety, quality and performance, road innovation, road standardization, Intelligent Transport Systems, and European policy. In recent years he had the opportunity to work for the European Commission, in DG MOVE as a National Expert, and to promote ITS and C-ITS policies, in close collaboration with the various stakeholders of the sector, within the CEF framework. Currently, Pedro and ARMIS ITS are actively involved in advanced Traffic Management systems, namely DRIVE 3.0, the third generation of a product designed for Traffic Control Centres, which ensures monitoring and supervision of the road network, including Incident Management and adaptive traffic management, which is supported with several Decision Support Systems tools based on simulation and prediction and machine learning techniques. This forms the basis for supporting mobility managers in cities to put their Strategic Urban Mobility Plans into practice.

André Dias
As CTO of GoWithFlow, André Dias defines the technology vision and works hand-in-hand with the company’s customers to develop the sustainable mobility solutions that will help optimize their investments in electrified fleets and the surrounding infrastructure. Prior to founding Flow in August 2019, Dias was the head of the Intelligent Systems Unit at CEiiA, the Center for Innovation and Creative Engineering in Portugal. There, he led the development team that designed the technology framework that has become Flow’s Sustainable Mobility Management solution. Dias’ previous experience includes project management stints at INTELI, a leading Portuguese think-tank where he focused on mobility, and research positions at UCLA in Los Angeles and Airbus Space in France. Dias holds master of science degrees in Aerospace Engineering from both the Instituto Superior Técnico in Portugal and L’ISAE-SUPAERO in France. Fluent in English, French, Spanish and his native Portuguese, Dias is based in Portugal.




Digital Divide (11h15 – 12h30 | room G129)

‘Digital Divide’ refers to the uneven distribution of information and communication technologies (ICTs) in society. The digital divide encompasses differences in both access and usage of computers and the Internet between the industrialised and developing countries (global divide), various socioeconomic groups within single countries (social divide), and different kinds of users with regard to their political engagement on the Internet (democratic divide). Taking into consideration the diverse background of the panel members of this Action Tank, the aim of this session is to generate a flux of ideas and propose possible solutions and their alternatives for tackling the widening gap in digital access and skills.

Sofia Marques da Silva
Sofia Marques da Silva is Associate Professor of the Faculty of Psychology and Educational Sciences, University of Porto, Portugal, and member of CIIE – Educational Research and Intervention Centre, coordinating the Research Community of Practice on Youth, Education, Diversity and Innovation. She holds a PhD in Educational Sciences since 2008 and has been doing research in the field of inclusion, diversity and youth, publishing at international and national level. Since 2010 has been involved in developing an online and offline ethnography with young people from border regions. She is the PI of the national project GROW.UP – Growing up in border regions in Portugal: young people, educational pathways and agendas (Norte2020/FEDER/FCT) and of the Erasmus + Project #IBelong – Towards a Sense of Belonging in an Inclusive Learning Environment. She is convenor of the European Conference on Educational Research (ECER) and editor-in-chief of the Journal Ethnography & Education (Taylor&Francis/Routledge) and of the Journal Educação, Sociedade & Culturas (Afrontamento). She is vice president of the Portuguese Society of Education Sciences and member of the National Council of Education. She is an expert of the European network NESET II (Social Dimension of Education and Training) and of EACEA (Education, Audiovisual and Culture Executive Agency). Is member, by invitation, of the Programme Committee for the specific programme implementing Horizon 2020 – the Framework Programme for Research and Innovation (2014-2020). She was deputy coordinator of the national initiative Portugal INCoDe.2030, coordinating, in particular, activities of the Action line 1 – Inclusion and gender gap in IT, being responsible for conceptualizing and piloting the project Creative Communities for Digital Inclusion.

Luís Neves
Luís is co-founder and President of ENSICO, Associação para o Ensino da Computação. Luís is also Chairman at Ubirider (a startup working for the Intelligent Mobility), Invited Lecturer at the University of Minho (Program Design by Calculation), former President of the Porto Tech Hub Association (a community of technological companies operating in Oporto) and now a member of its Advisory Board. In addition to his passion for teaching, he is an entrepreneur permanently linked to the design, research and development of innovative products and services, applied to different business domains and technical specializations. For the past 25 years, he has actively participated in the executive management of IT companies, either as founder, president, CEO, top executive, or external consultant, or as a leader in research, development, and technological innovation activities. More recently, between 2015 and 2019, he was the CEO of a Critical Software company and since 2016 International Business Developer at Critical Software.

Luisa Ribeiro Lopes
Luisa Ribeiro Lopes is Chairman of the .PT Board of Directors, the entity responsible for the management of the national top-level domain, .pt, and General Coordinator of the National Digital Competences Initiative e.2030, INCoDe.2030. Graduated in Law by the Faculty of Law of the University of Lisbon, PhD student in Gender Studies by the University of Lisbon, Luisa integrated several national and international groups for the development of the Information Society, having been one of those responsible for the Azores project: Digital Region, a member of the Mission for the Information Society and founding partner of APDSI.


Nádia Miranda
Nádia Miranda is the Infrastructure and Operations Lead and Corporate Delivery Lead at Worten at Sonae Group, with more than 20 years of experience in management and coordination teams (software development and projects implementations), decision-making and process development, and monitoring national and international projects. She holds a PhD in Computer Engineering from the Pontificia University of Salamanca, Madrid, in the area of Knowledge Management, as well as a Master’s Degree in Business Planning and Strategy, and an Executive Post Graduation in Digital Marketing Management at the Universidade Católica Portuguesa. She writes the books, “Women in Tech e Não Só”! and “Kids Tech”.





Robotics: Ethics of Artificial Intelligence (11h15 – 12h30 | room A104)

Artificial intelligence (AI) and robotics have raised fundamental questions about what we should do with these systems, what the systems themselves should do, what risks they involve, and how we can eventually control those. In the near future, these technologies will have substantial impact on the development of humanity and our society as a whole. During this Action Tank, the participants will have a gripping opportunity to delve into these topics through engaging in an exchange of ideas and knowledge with the experts and scientist coming from the AI field of research or from domains that investigate the effects of robotics & AI in different domains of human activity.

Luís Sarmento
Luís has a technical career spanning more than two decades, divided between academia and industry. He has conducted research and development in Natural Language Processing, Search Engines, Recommender Systems and Intelligent Voice Assistants in companies like Portugal Telecom, Amazon and Google. He obtained a PhD in Informatics from the University of Porto in 2010, where he was also an assistant lecturer in Computer Science. Luís has recently co-founded Inductiva Research Labs, where he is focusing on developing a team of talented researchers and engineers capable of pushing the boundaries of Scientific Machine Learning and achieving breakthroughs in fundamental science.


Luis Paulo Reis
Luis Paulo Reis is an Associate Professor at the University of Porto and Director of LIACC – Artificial Intelligence and Computer Science Laboratory. He is an IEEE Senior Member and he was president of the Portuguese Society for Robotics, is vice-president of the Portuguese Association for Artificial Intelligence. During the last 25 years he has lectured courses on Artificial Intelligence, Intelligent Robotics, Multi-Agent Systems, Simulation and Modelling, Games and Interaction, Machine Learning and Computer Programming. He was principal investigator of more than 10 research projects in those areas. He won more than 50 scientific awards including winning more than 15 RoboCup international competitions and best papers at conferences such as ICEIS, Robotica, IEEE ICARSC and ICAART. He supervised 21 PhD and 102 MSc theses to completion and is supervising 8 PhD theses. He organized more than 50 international scientific events and belonged to the Program Committee of more than 250 scientific events. He is the author of more than 300 publications in international conferences and journals (indexed at SCOPUS or ISI Web of Knowledge). His main research interests are on the areas of Intelligent Robotics, Multi-Agent Systems, Multi-Robot Systems, Multi-Agent Learning and Robot Learning.

Afonso Seixas-Nunes
Afonso is a Jesuit priest. He is graduated in Law by the Portuguese Catholic University (Porto). Afonso has a degree in Philosophy (Licence) by the Portuguese Catholic University (Braga) for which he was awarded the Prize Pe Vitorio de Sousa Alves and he has a degree in Theology by the Pontificia Universita Gregoriana (Italy)). Afonso has a Master’s in International Law and Human Rights by the London School of Economics (UK). In early 2019, Afonso completed his doctoral thesis in International Humanitarian Law at the School of Law of the University of Essex (UK), entitled The Legitimacy and Accountability for the Deployment of Autonomous Weapon System under International Humanitarian Law (CUP, forthcoming). Since 2015, Afonso has been teaching Law in European and British Universities. In September 2018, Afonso joined the Oxford Institute for Ethics, Law and Armed Conflict (ELAC) at the Blavatnik School of Government as Postdoctoral Research Fellow at the BSG and Junior Research Fellow at Campion Hall (University of Oxford). Currently, Afonso holds the position of Assistant Professor of International Law at the University of Saint Louis (MO) in the USA.

Susana Aires de Sousa
Susana Maria Aires de Sousa is tenured Assistant Professor at Faculty of Law of the University of Coimbra. She completed her graduation (2000), her Master degree (2005), and her doctoral degree (2013) in Law, in the University of Coimbra. Her master dissertation was dedicated to Tax Crimes and her Doctoral dissertation to Criminal Product Liability. The doctoral thesis was awarded with the Best Doctoral Thesis Prize by the Instituto do Conhecimento AB (Portugal).  She was also visiting Professor at the Faculty of Law of the University Agostinho Neto – Angola (2014) and at the Brazilian Institute of Criminal Sciences (2006-present). She collaborates with several national and international research groups, including the Working Group for Corporate Criminal Justice with the support of the Carol and Lawrence Zicklin Center, University of Pennsylvania (USA). She is a member of the Institute for Legal Research of the University of Coimbra and member of the supervisory board of the Institute of Economic and European Criminal Law (University of Coimbra). Since 2020 she is Senior Fellow of the Carol and Lawrence Zicklin Center for Business Ethics Research (Wharton School, University of Pennsylvania). She was visiting scholar of the Max-Planck-Institut für ausländisches und internationales Strafrecht, in Freiburg (2003, 2008, 2009). She has published work in the area of criminal law and the impact of science and technology in legal responsibility.  In 2017 she received an Honorable Mention for the relevant services rendered to the science of Law conferred by the Brazilian Bar Association, Section of São Paulo. From 2015 until September 2018, she served as Vice-Dean of the Faculty of Law of the University of Coimbra.




Food Safety – Monitoring and Mitigation Strategies for Safer Products (14h00 – 15h15 | room F106)

Food can become contaminated at any point of production and distribution, and the primary responsibility lies with food producers. Yet a large proportion of foodborne disease incidents can also be caused by foods improperly prepared or mishandled at home, in food service establishments or at markets (World Health Organisation). The panel of experts conducting this Action Tank will thus look into this critically important topic with a focus on contemporary food monitoring and mitigation strategies that aim at guaranteeing that the food products, passing the chain from producers to final consumer, are always safe and duly controlled.

Luís Melo
Luis F. Melo, is an Emeritus Professor at the University of Porto, Faculty of Engineering (FEUP), Chem. Eng. Department. He has over 30 years research experience on biofilm science and technology applied to cooling, drinking and process water, as well as wastewater treatment and, more recently, health systems. He was European Coordinator of 3 Projects, leader of the Portuguese team in 5 other European projects and in 10 national projects. He is the Head of the Biological Engineering Laboratory (BEL) at the research unit LEPABE (Laboratory for Process Engineering, Environment, Biotechnology and Energy), at FEUP. He was the Head of this research unit from 2001 to 2013. He was vice-president of the Portuguese National Board for Science and Technology (presently, Science and Technology Foundation-FCT) for 2 years, director of two NATO Advanced Study Institutes on Fouling and on Biofilm Science, chairman of the IWA (International Water Association) specialized conference on Biofilm Monitoring (2002) and of the Biofilms7 International Conference (2016).

Filipe Mergulhão
Assistant Professor at the Chemical Engineering Department of the Faculty of Engineering of the University of Porto (FEUP). He graduated in Chemical Engineering in 1998 at Instituto Superior Técnico (Lisboa, Portugal). In 2002, he obtained his PhD in Biotechnology at the same Institute after a research stay at the Royal Institute of Technology (Stockholm, Sweden). He has completed two Post-Docs, one in 2003 at the Genetics Department of the University of Cambridge (UK) and the second in 2004 at the Chemical Engineering Department of the Massachusetts Institute of Technology (Cambridge, USA). He was appointed as an Invited Assistant Professor at the Department of Microbiology and Immunology of Stanford University (Stanford, USA) in 2012. His research focuses on biomedical, industrial and marine biofilms, particularly regarding bacterial adhesion, biofilm development and mitigation under controlled hydrodynamic conditions.

Sara Medina
Dr. Sara Medina is a Member of the Board of SPI, an international consulting Group, and SPI Ventures. Dr. Medina contributes to the overall management of SPI, being responsible for managing SPI’s activities and services in China since 2004 as well as in the Southeast Asian market. She has coordinated projects for public and private sector clients in Europe and around the world, including projects for international organizations in innovation management, technology transfer, R&D, internationalization, sector studies, establishment of partnerships and policy development. She also manages projects funded by the European Commission (EC), the World Bank and Inter-American Development Bank. Dr. Medina is an expert and International Committee Member for International Technology Transfer Network (ITTN) in which she promotes international technology transfer and innovation cooperation in China. She has been an expert evaluator for EC Horizon 2020´s SME Instrument. Dr. Medina has a Bachelor’s degree in Food Engineering from the College of Biotechnology in Portugal, a European Master’s degree in Food Studies from 5 major European Universities and a Ph.D. degree in Food and Resource Economics from the University of Florida, USA.

Ana Mota
Ana Mota, Master in Food Engineering from the Faculty of Biotechnology of the Portuguese Catholic University with professional experience in the implementation of GFSI (Global Food Safety Initiative) standards, particularly the BRC Global Standard for Food Safety and IFS Food. With a specialization in Food Safety and several participations in trainings on the subject, I seek to apply all the knowledge in the safety of our food. Currently, I work as a Quality and Food Safety Manager in a small food company in the field of herbs and spices that is in the process of implementing one of these GFSI standards, specifically, the IFS Food.





Green Hydrogen (14h00 – 15h15 | room I-105)

At present, almost all of the hydrogen produced, outstanding 96%, is made from natural gas, emitting significant amounts of CO2 emissions in the process. Hence, the challenge of how to decarbonise hydrogen production? As the latter needs a primary source of energy to be produced, this source and the process used, determine how clean or dirty the end product is. Consequently, and in addition to grey and blue hydrogen, a third – the cleanest – option has emerged, i.e. green or renewable hydrogen that is produced by putting renewable energy sources like wind and solar power through an electrolyser, having water as only by-product. This Action Tank thus observes the developments taking place at this ample and evermore emerging stream of green energy production and does it under the guidance of renowned professionals both from the industry and academia.

Nuno Afonso Moreira
Nuno Afonso Moreira is PhD in Industrial Engineering and Management and as a BSc in Mechanical Engineering. He is currently CEO of Dourogás SGPS, one of the most innovative and important companies in the Portuguese sector of natural gas, hydrogen, and other renewable gases. Among other works, stand out, as Chairman of SG Natural Gas-Industrial Utilization Committee in IGU- International Gas Union; Vice President of Colab Bioref – Collaborative Laboratory for Biorefineries; Coordinator in the Energy Specialization of the Portuguese Engineers Order and Coordinator in the Portuguese Group of Work of Gasnam- Iberian Association for the use of natural gas, hydrogen and renewable gas in mobility.


Adélio Mendes
Professor Adélio Mendes received his PhD degree from the University of Porto in 1993. Currently he is full professor at the Chemical Engineering Department of the Faculty of Engineering – University of Porto. Prof. Mendes coordinates a large research team with research interests mainly in electrolyzers (AEM, PEM and SOE) and fuel cells (PEMFC and HT-PEMFC), photovoltaic cells (dye sensitized solar cells – DSSC and perovskite solar cells – PSC), photoelectrochemical cells (including water splitting and solar batteries), electroreduction of CO2, redox flow batteries, chemical membrane reactors, membrane and adsorption-based separation processes and carbon molecular sieve membranes. 


Pedro Furtado
Mechanical Engineer (Applied  Thermodynamics and Fluid Dynamics) by Instituto Superior Técnico, with complementary training on Regulation and Management. Pedro Furtado, in the energy business for 27 years, is the Head of REN Regulatory Affairs and Statistics and coordinates REN network hydrogen response. He was part of Transgas project from 1994 to 2006 with several responsibilities, network simulation, operational head of gas control and Dispatch Centre, responsible for the national supervisory control and data acquisition systems and industrial telecommunication infrastructures. Formerly was also a senior project engineer for design and operation of industrial refrigeration and environmental control systems.


Diogo Almeida
Diogo Almeida graduated in Chemical Engineering at Instituto Superior Técnico, having a postgraduate degree in Management and Performance Control from ISCTE and a specialization in Foresight and Horizon Scanning from Alliance Manchester Business School. Working at Galp since 2002, he has a professional background in different parts of the energy value chain, namely in petrochemicals, supply chain management, strategic planning and energy transition, being currently head of Business Development at the recently created Hydrogen unit. He is also founding member of ‘EnerXXI’, an energy think tank, and invited lecturer of the Energy Law post-graduation at Católica Law School, in Lisboa.

The acceleration of the twin green and digital transitions will help to build a more sustainable and resilient society and economy. Gil Gonçalves
Gil Gonçalves is an assistant Professor at FEUP and a researcher at SYSTEC, with more than 20 years of experience in systems development, specializing in systems engineering, control architectures and design of software for industrial applications. Gil coordinates the Digital and Intelligent Industry Research Lab and, he is not only an experienced academic and researcher, but also a recognised innovation and entrepreneurship expert. Principal researcher (PI) in several European and Portuguese R&D projects, Gil is also member of the Portuguese National Network of Mentors for Young entrepreneurs and co-founder of 4 technology-based start-ups.


Paola Fantini
Paola Fantini is Director of Education at EIT Manufacturing Asbl, coordinating the EIT M Master and PhD School, Professional Education and Digital Learning.  She was previously Research Coordinator at Politecnico di Milano,  investigating the transformation brought by Industry 4.0 and its impact on human roles and skills. She started in a Management Consulting firm, then she worked in an industrial company, reaching the position of Director of Operations. She has a Master Degree in Industrial Engineering and a PhD in Management Engineering. She is Vice President of the Board of Directors of EIT Manufacturing South, and Member of the Scientific Advisory Committee of I-Form, Advance Manufacturing Research Centre, in Dublin.


Carlos Mesquita
With over 20 years experience in the automotive sector, Carlos leads PSA’s Lean Manufacturing program in the Mangualde’s Assembly Plant, addressing productivity aspects (Standardization, Hoshin, Kaizen, etc.) as well as development of the organization management skills (Policy Deployment, KPI dashboards, solving problems methodology, etc.). Currently responsible for the IT’s corporate infrastructure at Mangualde, Carlos is responsible for creating the bridge between the plant’s needs and technology. Always oriented to support the shopfloor performance, coordinates an internal innovation cell (PERFO4.0), that develops the digital kaizen: agile, low-cost, shopfloor oriented 4.0 solutions, and at same time sponsoring an ecosystem creation with the Portuguese academy, R&D interface centers and technological enterprises, materialized in the R&D project INDTECH4.0 that addresses areas such as Intelligent robotic systems, Advanced inspection systems, Autonomous Guided Vehicles, Cyber-physical Production Systems. Always oriented towards results, Carlos believes People are the most valuable asset a company has.

Seán O’Reagain
Sean O’Reagain is Acting Head of Unit, “Industry 5.0” at the European Commission’s Directorate General for Research and Innovation. In DG RTD, Mr. O’Reagain was previously responsible for policy and actions under to promote sustainable industrial innovation and for the Joint Technology Initiatives with industry and the European Technology Platforms. Prior to that, he managed the benchmarking for competitiveness and innovation programme in the Commission’s DG GROW.

‘Ambient Assisted Living’ but also ‘Service Assisted Living’ are concepts and approaches that in a nutshell apply the Information and Communication Technologies (ICT) – incl. intelligent techniques, processes, services – to enable people live independently, stay healthy and active as long as possible and well into the old age. The panellists of this Action Tank session, experts coming from the academia/R&D organisations and the private sector, aim at addressing this topic from various perspectives so that the interested participants of the session could get the maximum out of this multifaceted topic with quite distinct health-related areas of application.

Lia Patrício is Associate Professor at the University of Porto, where she is the Director of the Master in Service Engineering and Management. Her research focuses on Service Design, Service Innovation and Customer Experience, particularly in Technology Enabled Services, Value Networks and Service Ecosystems. She coordinated the project with the Portuguese Ministry of Health for the design of the Portuguese Electronic Health Record and she was Principal Investigator of the Marie Curie – Innovative Training Network on Service Design for Innovation.  Lia Patrício is associate editor of the Journal of Service Research and the Journal of Services Marketing. She is Global Faculty Member of the Center for Services Leadership, Arizona State University and Academic Scholar at the Cornell Institute for Healthy Futures.


Filipa Fixe Santos
Filipa Fixe Santos holds a degree in Chemical Engineering, a Master’s degree in Biochemical Engineering and a PhD in Bio-Nanotechnology in the development of DNA chips with electronic addressing for the detection of genetic mutations. Filipa Fixe attended the Lisbon Medical School for three years, holds a Post-graduation in management by the Catholic University and has concluded the Singularity University Innovation Program on Exponential Medicine (2018).  She is the author and co-author of several publications in international scientific journals and conferences in the field of bioelectronics, biomedicine, biotechnology, education and eHealth.  Her professional career is characterized by a strong presence in the areas related to technology and health management and evaluation of SME´s in biotech and medtech. Nowadays, Filipa Fixe is an Executive Board Member at Glintt. She is an Invited Assistant Teacher in Universidade de Lisboa and Board Member at APDSI – the Association for the Promotion and Development of the Information Society.

Maria Vasconcelos
Maria Vasconcelos holds a BSc in Mathematics Applied to Technology from Faculty of Sciences of the University of Porto, a Master in Applied Statistics and Modelling and a PhD in Informatics Engineering, both from the Faculty of Engineering of the University of Porto. She worked in statistics at Interpay Nederland BV, as consultant of document management at Link Consulting SA and also as Invited Assistant at University of Porto, Faculty of Engineering. Maria Vasconcelos is a Senior Scientist at Fraunhofer Portugal Research Center for Assistive Information and Communication Solutions (AICOS). She is the main investigator of DermAI project Teledermatological Screening and co-PI in CLARE project in the field of cervical cancer, in which the research activities are in the area of Image Processing, Computer Vision and Decision Support Systems.


Nuno Cordeiro
With more than 20 years of experience in IT systems development, Nuno Cordeiro has joined the Capgemini R&D unit, aiming to explore the rise of the Internet. As an entrepreneur since his 20s he has participated in several Start-Up acceleration programmes. He attended the Master’s in Services Engineering and Management at FEUP, Digital Enterprise Management at Univ. Nova de Lisboa and the Executive Program in Advanced Management at Católica Lisbon School of Business and Economics. In 2012 he established Techtailors, a software development company for the pharmaceutical industry and medical devices/diagnostics. Techtailors solutions play a key role in healthcare organisations whilst easing the day-to-day life of thousands of healthcare professionals. As a friend of FEUP, he integrates the FEUP Alumni ambassadors’ team in Lisbon.




e-Governance (16h30 – 17h45 | room I-105)

E-Governance is often defined as the application of the Information and Communication Technologies for delivering government services through integration of various stand-alone systems between Government-to-Citizens (G2C), Government-to-Business (G2B), and Government-to-Government (G2G) services. The underlying aim of e-Governance is thus to make the government services available to the citizens in a convenient, efficient, and transparent manner. Robert Krimmer
Prof. Robert Krimmer holds the ERA-Chair Full Professorship of e-Governance within Skytte Institute, University of Tartu (Estonia). Robert’s research is focused on digital transformation, cross-border e-services, electronic participation and democracy, as well as e-voting, and all issues further developing a digital society. In 2019, he has been mentioned as one of the top 16 academics within the list of 100 most influential people in digital government by Apolitical. Since 2017, Robert has been coordinating TOOP, the EU H2020 large-scale pilot on exploring and demonstrating the feasibility of the once-only principle involving 50+ partners from more than 20 countries inside and outside the EU. Further, he was member of the group of experts to the Council of Europe Ad-Hoc Committee on Electronic Voting (CAHVE) and also one of the lead experts for the Council of Europe Ad-Hoc Committee on Electronic Democracy. Before returning to academia, Robert was OSCE/ODIHR’s first senior adviser on new voting technologies. In the past he advised a number of international organizations, including CoE, OSCE/ODIHR, UNESCO, UNDP, WHO, ITU, IFAD, AfDB, the European Commission or AWEB on matters regarding digital transformation. Teaching duties include lecturing on e-Governance, e-Democracy, e-Participation, e-Voting and End-User Management Information Systems at Tallinn University of Technology, WU Vienna, University of Economics and Business, University of Applied Sciences Hagenberg, and Danube University Krems.

Morten Meyerhoff Nielsen
Morten is an EGOV Advisor at Operating Unit on Policy-Driven Electronic Governance at UNU-EGOV in Portugal. His focus includes governance frameworks for the successful digital transformation of the public sector, and society at large. Morten’s work combines public service production and delivery ecosystems with ICT facilitated administrative burden reduction, online usability and value-creation, and one-stop-portal design and usability tests. Other work includes strategy development and evaluation (Armenia, Albania, Faroe Islands, Dubai, Georgia, India, Indonesia, Latvia, MENA region, etc), institutional frameworks and performance management (Armenia, Albania, Faroe Islands, Latvia, Oman, Uganda). Other expertise in data reuse, eID management and PKI infrastructure and personalization of eServices (Armenia, Denmark, Faroe Islands, Latvia, US, Saudi Arabia), and digital inclusion (Bangladesh, Brazil, Ghana, Georgia, Spain, Sweden, Timor Leste, etc).

José Manuel Mendonça
José Manuel Mendonça is currently the Chairman of the Board of INESC TEC and Full Professor at the Department of Industrial Engineering and Management, Faculty of Engineering, University of Porto. He is Chairman of the Nacional Council for Science, Technology and Innovation, and National Delegate to the European Forum for Digital Transition and to the ERA Forum for Transition. He is also National Director of UT Austin Portugal Program and Chairman of the Board of ForestWISE CoLAB. Graduated in Electrical Engineering at the Faculty of Engineering, University of Porto, he obtained his Ph.D in Electrical Engineering at the Imperial College of Science and Technology, University of London. Presently he is a Fellow of the IC2 Institute of the University of Texas, Austin, and member of the High‐ Level Group of the European Technological Platform Manufuture.

Luis Vidigal
Civic society and e-governance consultant, with 46 years of experience in the use of ICT in administrative modernization. Has been deputy director general for Administrative Modernization, director general for ICT on Taxes and Customs, member of the board of the Institute of Informatics of the Ministry of Finances, member of the board of ICA, International Council for IT in Government Administration. Since 2001 has been member of the board and President of the APDSI, Association for the Development of the Information Society and president of the itSMF Portugal. Since 1980, he held regular training courses and lectures about the “Innovation in Public Administration” in different countries and was an invited expert in multiple projects and missions through European Union, World Bank, IMF, OECD and UN. Is partner and mentor of several innovative products in MDSS and PaperView. Since 2018 has been member of the board and President of the PASC, Platform of Civil Society Associations, and member of the Open Government Platform, with the propose of increasing the citizens empowerment, transparency, accountability and fighting corruption through the use of technologies.




The Health We Breath: Air Quality (16h30 – 17h45 | room F106)

Worldwide air pollution is a global threat leading to large impacts on human health and ecosystems. Poor ambient (outdoor) air quality causes millions of premature deaths due to cardiorespiratory diseases and lung cancer. Affected regions include both urban and rural areas. Given the expectation that in 2050 two-thirds of the world population will be living in cities, overpopulated cities are the great challenge in terms of health risks and exposure to some specific air pollutants. The scientists and entrepreneurs that are carrying out this Action Tank will bring an updated overview on the latest developments and solutions in order to contribute to tackling the Air pollution.

Maria do Carmo Pereira
Maria do Carmo Pereira received her PhD in Chemical Engineering from the University of Porto (Portugal) in 1998.  She is Professor at the Department of Chemical Engineering, Faculty of Engineering, University of Porto and develops her research work at LEPABE (Laboratory for Process Engineering, Environment, Biotechnology and Energy) being the group leader of Supramolecular Assemblies. Her research activities focus both on nano-engineered  biomaterials for therapeutic applications, and air quality and atmospheric pollution with emphasis on public and environmental health.


Romualdo Salcedo
Romualdo Salcedo obtained his Chemical Engineering Degree at the University of Porto and his Master and PhD degrees at McGill University, Montreal, Canada. He is retired Professor (since 2020), in the Chemical Engineering Department at FEUP, and Senior Researcher at LEPABE (in the EST Research Group) and co-founder of Advanced Cyclone Systems, where he is CTO since 2009. His main research interests include (i) the optimization and design of air pollution control equipment, particularly for the capture of very fine particles, using cyclone systems; and (ii) the development of MINLP optimization algorithms. He is the inventor of the Hurricane® and ReCyclone® systems, with 4 international patents. Most of his work is related to numerical optimization and to the development of industrial systems for the collection of fine particles. He recently wrote the book IMDIS – a teaching tool for Air Pollution Dispersion Modelling. 

João Paulo Teixeira
João Paulo Teixeira received his PhD degree in Biomedical Sciences from the University of Porto in 2005. He is working as researcher at the Environmental Health Department of the National Institute of Health, Porto, Portugal, where he is coordinating a large multidisciplinary research team interested in indoor environmental exposures and associated health effects. His research group integrates expertise in exposure assessment, environmental sciences, microbiology, epidemiology and health sciences. João Paulo Teixeira has been involved in national and international research and innovation projects and expert work assignments, including work with IARC/WHO and in the Collegium Ramazzini, and he currently serves on the Executive Board of the Federation of European Toxicologists & European Societies of Toxicology (EUROTOX).


Hugo Tente
Hugo Tente is a researcher that has been with CENSE, the Center for Sustainability and Environmental Research at NOVA School of Science and Technology since 1999. Graduated in NOVA in that year and with a MSc. in Universidade de Aveiro five years later he has been involved with air quality related issues, especially those with strong links with transports and mobility. He has been working in several decision making support projects and initiatives which the Portuguese Carbon Neutrality Roadmap 2050; the Air Quality Improvement Programs in the Lisbon Region or The Role of Hydrogen within the Portuguese National Energy System up to 2050 (OTGEN project for EDP) might be quick examples.
